Governance, health, security, education, freedom, and prosperity are all the factors that make a city/ country rich in the real sense. 

However, here's a list of the cities with most billionaires (2017) and cities with the highest GDP.

#1. New York

Billionaires: 82

New York is a dream city for almost every person on this planet. It's the richest city in the world (2017). It is expensive and has soaring living standards. New York is the mecca for the billionaires.

Billionaires: 75

Hong Kong is a home to 7+ Million people and all thanks to the real estate sector that the fortunate ones have their take. Out of 75, around 24 billionaires are making money out of the real estate sector. The tax-friendly conditions have proven best for businesses to flourish.

This is not necessarily the case. Higher GDP is a great thing but the concept fails to take into account the income gap among the masses. If the rich keep getting richer, the GDP of a city or country will rise but it does not essentially mean that there are no poor in that society. 

Also, Bhutan may not be ranked even close to the top as far as the nations with highest GDPs are concerned but it is often regarded as one of the happiest countries in the world. It stands as a testament to the fact that happiness and prosperity has nothing or very less to do with wealth and fortune.
