Is being deceptive an attribute of human resource person in your company?

This is part 1 of 3 in a question i have for an introductory HR course I'm taking.

1. Do you find that your HR person, or previous HR person, has an attribute of being deceptive (and by that I mean being dishonest or not forthcoming in some or many aspects of your job, security of your job, or any other aspect of your job?

2. Is being a deceptive, or a person which bends the truth, an aspect a company might look for in their HR guy?

3. Are words/phrases like;  

a) not telling the complete truth. ,

b)not telling a person everything.

c) with holding some stuff.

d) any other version of a,b,c,    

just different ways of saying deceptive separated by symptomatic?

Working with a deceptive colleague can damage your reputation and performance. Protect yourself and your professional reputation by taking immediate steps to address deception in the workplace, even if coming from your human resource person.
