Can the administration body of a town/city control sexual crime in its area?

The lack of employment in the rural areas has resulted in the migration of large population to the cities.

The local administrative bodies have almost failed in controlling this mass of unidentifiable people from entering into their area. These people come from different part of the country in search of employment and spread in all corners of the city without their identity enlisted in the local administration office or in the police station. They may not have an idea of such a rule having been in force as they come from villages but the educated urban entities who are well aware of such rules and regulation also try to abase such useful laws. They hardly take any care of reporting the lot they are employing for construction or any such work. Even the maids working in the homes are not enrolled in the police stations of the respective area. These outsiders under stress of poverty, hardships or due to loneliness or simply for gratifying their sexual need come under the grip of evil and commit a sexual crime. They can easily tease the police as cannot be identity is cannot be accessed in the records.

The young generation, having too much freedom of exposure in space and communication through social networking, commits sexual crime and ruin their life. They are at the most sensitive stage of life and do not take advice or order from the parents.

The police and the media are continuously warning the people still they are not responding. This article is not partial in maintaining that only the people coming from the rural area are committing such crimes but the fact is that these are the people who suffer most when a crime is committed in their area. If they register themselves properly they are on the safe side.

Some of the following steps if taken into consideration strictly can be helpful:

1. The local administration should strictly enforce a law for the employers to provide the information and the required details about the employees they are taking into their company. Those working in the houses should not be exempted. In case of failure, there should be a provision for some penalty.

2. CCTV camera should be installed in the areas where these people accommodate themselves.

3. Local police should regularly meet these people. This will keep them under threat and this will also help in generating information of the new-comers.

4. Keeping an eye on the movements of these people is only possible when the administration is well informed about their location; as where they are staying at night, or working, or even enjoying in their circles.

5. The administration should provide space for their stay so that they can be checked through the CCTV camera or identified by the people staying in their circle.

There are certain steps for the regulation of the movements of all the citizens in the city:

1. There should be a time schedule for the closing of the market, entertainment circles, clubs, multiplex, etc.

2. People moving otherwise should be severely interrogated.

3. There should be reliable local helpline numbers other than those of the police which can be called without delay in case of emergency. There has to be a task force to be well equipped with the new technology to track the phone calls and take action immediately. These forces should communicate with each other without any issue of the zones and borders in case of emergency.

4. The female population of the city should have separate helpline numbers to call help. These numbers should always remain free from server jam.

5. Parents should be informed directly in case of the youngsters moving outdoors at night.

6. The relay of porn sites through internet servers should be controlled by the local administration bodies.

7. The drivers and conductors should be registered in the police station and should be provided by mobile phones/walky-talky in the buses (not for personal use).

8. Local trains and buses should report to a check post, appointed by the administration for the purpose, before going to the depot.

9. The autos, rickshaw, cabs should be monitored at their parking and also while they are travelling. There should be a random checking of these transport bodies.

10. The administration has to develop faith among the people for quick action and full support in case of their innocence, then only people/ females will come forward to repot such crime.

Media and education institutes should be involved in teaching the students the ways and means of sexual crime and the steps to stop them from happening. The local administrative bodies should appoint experts to visit schools, colleges, and social gatherings and spread awareness about sexual crime and inform the students and the public what to do if they are caught in such a situation. There should be special counseling cells where parents can go and talk about any abnormal behavior of their child.

The young generation is full of energy. It needs a proper outlet for the discharge of the energy. Here the administration should arrange for sport-meets, tournaments, sport-clubs, debate, competitions, libraries and healthy environment for both the sexes to discharge their energies in a fruitful manner.

Sexual crime is becoming heinous and needs a severe action, not only on the part of the law and administration but also the public has to get involved fearlessly in throwing out from the mind and body of the whole social structure to let the female live fearlessly and with dignity.
