To keep the meaning of democracy intact, people of India have to be ethical. Ethics are a kind of standard you make to maintain in life so that you can practice your rights without any obstacle and at the same time respect your fellow being. But, this is what is missing in India. Most of us try to practice our rights by trespassing on others rights.
Most of the Indians try to get their work done in wrong manner. Either they bribe the person from whom they need to get their work done or take the law into their hands. This is because the legal system in India is very sluggish and inactive. The laws of our land are quite efficient but they are seldom used to protect the common Indians. It's rather exercised to protect the corrupt and the powerful.
Thus a country which has a majority of unethical people it's very easy for the disgruntled politicians to rule them; suppress the common masses rights, make democracy a rubber stamp and rule the country like dictators.
India is a democratic country no doubt but has lost its meaning.
