Should more schemes like 'Taruni Suvidha Programme' be introduced?

Under the 'Taruni Suvidha Programme' scheme, the Gujarat Government has announced all all the girls of age group 10-19 will be provided a pack of six sanitary napkins at a token rate of Re.1. This will help maintain the health of girls during the menstrual periods.
