Paying unofficial speed money is very common in India, for most Indian it starts from time when a child is born (to get birth certificate) and it doesn't end even after a person is dead (to get death certificate). Touts are common in all government departments to get the work done promptly and painlessly, then why not government introduce more Tatkal services in all government departments and make this out of turn business legal and also government can earn more money. This will reduce the corruption and the extra income generated by government can help government reduce its overall taxes.
