Should there be more and more cities like Madrid of Spain to encourage zero emission vehicles?

Madrid city in Spain has taken a good initiative of introducing all the cars on electric. The famous Nissan Leaf is an electric car. Madrid will be bringing a fleet of electric cars to reduce the greenhouse emission and to reduce the air pollution. These zero emission vehicles have proved to be a great aid in controlling air quality. A whole charging unit will also be insttalled for charging these cars. These kind of initiatives should also be taken by ither cities as well..
