Delhi LG scraps Kejriwal govt's 'feedback unit'

More than a year after the AAP government set up a "feedback unit", lieutenant governor Anil Baijal has ordered its closure. Earlier in March, along with this direction, he had also ordered termination of the contractual staff appointed for the unit.

It is learnt from sources that the unit -which is being described by the opposition as a 'spying' unit -was closed in the backdrop of an ongoing CBI inquiry in the matter. Moreover, it was felt that not only was its purpose somewhat ambiguous but the appointment of the contractual staff was not according to norms and process. The government's feedback unit, comprising retired police and security experts, was created ostensibly to gather information about officials and departments under the Delhi government. It has been alleged that 20 posts were created but the file was not approved by LG.

The vigilance department had submitted a proposal for setting up the unit which was approved by the chief minister on October 28, 2015.It was to report to the vigilance secretary. The unit became functional in February 2016 and funds and other resources were allocated to it.

In January, the CBI filed a preliminary inquiry in the matter after a complaint (vigilance report) was forwarded to it by the then LG, Najeeb Jung.

All Is Well, Says AAP After Lawmaker Tweets, Then Deletes

Delhi's ruling Aam Aadmi Party (AAP) has been compelled to clarify once again that all is well within after a lawmaker put out tweets cautioning Chief Minister Arvind Kejriwal against "sycophants", days after another lawmaker switched to the BJP.

In a series of posts tagging Mr Kejriwal, AAP's Janakpuri lawmaker Rajesh Rishi quoted couplets that implied that a regime nears its end if one relies on sycophants. Sources say he was not happy with the choice of candidates in his constituency for the upcoming civic polls.

Goa unit of the Aam Aadmi Party (AAP) has virtually slammed doors on its supremo Arvind Kejriwal with the decision to reduce its dependence on the national body and Delhi-based leaders following its disastrous debut in the just concluded Goa State Legislative Assembly election.

A brainstorming session of the state unit to dissect reasons for its pathetic show concluded last week that importing leaders and workers from other states, especially Delhi, detached Goa voters from the party.

This in simple terms means Kejriwal and his close associates are unwelcome in Goa and their services would not be requisitioned henceforth in the state.

AAP failed to open its account in Goa and embarrassed itself after forfeiting security deposits in 38 out of 39 constituencies it contested in the 40-member Goa Assembly. The lone saving grace came from South Goa’s Benaulim constituency where its candidate Royla Fernandes finished second, though her margin of defeat was in excess to 5,000 votes which is seen as huge considering just 74.12 percent out of Benaulim’s 28,602 voters chose to exercise their right to franchise on 4 February when Goa went to polling.

In nine constituencies, AAP polled less than 500 votes while in 10 other constituencies it polled less than 1,000 votes. AAP’s chief ministerial candidate Elvis Gomes finished fourth in Cuncolim constituency with only 3,336 out of 22,148 who voted in the constituency opting for him.

The meeting came to the conclusion that importing workers from other states to campaign backfired as Goa’s voters failed to connect with them. AAP was seen as a party of outsiders. Kejriwal visited Goa four times to address rallies while his close associates like Ashutosh were camping in Goa for months.

AAP, born out of social activist Anna Hazare’s anti-corruption movement, had identified Goa as a fertile state for its growth beyond Delhi due to widespread corruption prevailing in the state. It had everything going well for it. Until one month prior to voting, AAP’s chances of even forming the government was not being ruled out since Goa’s voters wanted corruption to be tamed. The party named former bureaucrat Gomes, a popular and widely respected person in Goa, as its face. The script, however, went horribly wrong thereafter.

The BJP had woken up from its deep slumber too late to win another majority like 2012 and the Congress party was in tatters. There was definitely scope and space for a third force in Goa which AAP failed to capitalise

The eventual results clearly indicated Goa voters wanted to get rid of BJP though they could not due to BJP’s post-poll political manipulations. BJP’s then chief minister Laxmikant Parsekar and five out of his eight ministers were defeated, amplifying the voters’ anger and apathy against BJP, which finished a poor second with 13 seats behind the Congress party’s 17 seats in the hung Assembly.

Congress party, in the hindsight, prospered due to the anti-BJP votes that AAP was eyeing and many thought would go to it. AAP had followed its 2014 Delhi pattern of identifying candidates with focus on clean and honest image. However, it erred when it accepted some political turncoats as its members. Presence of a large number of outsiders, seeking votes and doing door to door campaigning proved to be the blunder that can be expected only from political novices.

Undeterred by the poll bashing, AAP’s Goa unit has decided to contest the upcoming panchayat elections, likely to be held in May, after regrouping and adding local flavour. Image makeover is another aspect the party has identified to establish itself as true Goan party. Gomes has said that they will work at the grassroots and connect with people. The party, however, is facing a different kind of problem – lack of leaders.

Most of its defeated leaders have gone back to whatever they were doing before elections, disheartened and disgraced. They have not quit the party but are not taking any interest, leaving Gomes with the Herculean task of rebuilding the party, undo the mistakes and emerge with flying colours in the panchayat elections which may make or break AAP in Goa.

They Offered Struggling Kejriwal Home, AAP Pays Back With MCD Tickets

Two persons had offered Arvind Kejriwal accommodation while he struggled to make a foray into the political arena, and the AAP has paid back by giving them tickets for the MCD elections and an Assembly by-poll.

Naren Jain (62) had offered Kejriwal his house when he had resigned after his first stint as Delhi CM and was looking for a place where he could stay and host party volunteers.

Though Kejriwal could not move into Jain's home due to some legal issues, the AAP has given him MCD poll ticket from Chandni Chowk ward, North Delhi Municipal Corporation.

Harjeet Singh (57) had given his 41, Hanuman Road, bungalow to the AAP during its initial days. This central Delhi address was used by Kejriwal to file his nomination paper as a Delhi resident during 2013 Assembly polls.

The Delhi CM was then residing in government quarters alloted to his wife, formerly with the Income Tax department, at Kaushmabi in Ghaziabad, Uttar Pradesh.

Now the party has given Singh ticket for Rajouri Garden Assembly by-election, where polling will take place on April 9. The seat fell vacant after Jarnail Singh resigned as AAP MLA to contest the recent Punjab Assembly polls.

An ardent Kejriwal supporter, Singh is believed to have charged nothing from the party for using the bungalow. The party office was later shifted to East Patel Nagar.

After his resignation as Delhi CM during his first tenure, Kejriwal had stayed put in his official residence at Tilak Lane.

As he planned to vacate the residence, he scouted for an accommodation which could serve not only as a home but also a place where party leaders and volunteers could be hosted. He zeroed down on 4B Flagstaff Road, a quiet lane on Alipur Road in Civil Lines area, belonging to Jain, son of former Congress MP from Chandni Chowk Bhiku Ram Jain.

The plan, however, ran into trouble after Jain's elder brother claimed it to be a disputed property and threatened to approach the court. Kejriwal then decided against moving into the accommodation.

Now Kejriwal's official residence and the 4B Flagstaff Road bungalow are separated just by a bungalow.

"I had offered my home to Kejriwal but the Congress played mischief. My intentions behind giving my house to Kejriwal were very noble that could not materialise," Jain said.

Arvind Kejriwal was born on 16 August 1968 in Bhiwani, Haryana, to a well-educated couple, Gobind Ram Kejriwal and Gita Devi. Arvind Kejriwal has a younger brother and a younger sister. His father, Gobind Ran Kejriwal, was an electrical engineer from the Birla Institute of Technology, Mesra. His father’s work related transfers led him to several different places. Consequently, Arvind Kejriwal had to spend his childhood mostly in towns like Ghaziabad, Hisar and Sonepat. He studied at the Campus School in Hisar. Arvind Kejriwal graduated in mechanical engineering from the Indian Institute of Technology, Kharagpur, in 1989. He also spent some time at the Ramkrishna Mission and Nehru Yuva Kendra in Kolkata.Kejriwal is married to Sunita, his batch mate from the National Academy of Administration, Mussoorie. She is an IRS officer. They have two children - a daughter, Harshita, and a son, Pulkit. Arvind Kejriwal is a pure vegetarian and has been a regular practitioner of Vipassana.Arvind Kejriwal is a social activist and politician. He is the CM designate of Delhi as his party AAP won 67 of the 70 assembly seats of Delhi. He launched the Aam Aadmi Party (AAP) in 2012. A former Indian Revenue Service officer, he is better known for his key role in drafting the Jan Lokpal Bill.

In 1999, Kejriwal founded Parivartan, an NGO aiming to assist the citizens in electricity, income tax and food ration-related matters. He won the 2006 Ramson Magsaysay Award for Emergent Leadership for his contribution to empower the poorest at the grassroots level and implement the Right to Information Act (RTI). He created a corpus fund with the award money and founded the NGO ‘Public Cause Research Foundation’ in 2006. Arvind Kejriwal also publisged a book called Swaraj in 2012. Kejriwal was sworn in as Delhi Chief Minister for the first time on 28 December 2013 at the Ramlila Maidan and formed the government with Congress's support. However, his tenure lasted for only 49 days as he decided to resign from his post after both BJP and Congress turned adamant and put their foot down against giving clearance to Aam Aadmi Party's Jan Lokpal Bill.
